Federal Pacific Panels: Why Jacksonville Electricians Recommend Replacing Them

By Joel Gonzalez, Owner & Electrician

Federal Pacific Electric (FPE) panels with Stab-Lok breakers were widely installed in American homes from the 1950s through the 1980s. If your Jacksonville home was built during this period, there is a reasonable chance it has one. Here is why electricians across the industry recommend replacing them.

The Safety Concern

Independent testing has found that a significant percentage of FPE Stab-Lok breakers fail to trip when they should. A circuit breaker's entire purpose is to cut power when a circuit is overloaded or shorted - preventing overheating and fire. When a breaker fails to trip, the wires behind your walls continue to heat up with no protection.

The Consumer Product Safety Commission (CPSC) investigated FPE panels over multiple years. While no formal recall was issued, the concerns are well-documented in the electrical industry, and most electricians and home inspectors recommend replacement when they encounter these panels.

How to Identify a Federal Pacific Panel

Look at the label on your electrical panel's door or cover. Federal Pacific panels typically have "Federal Pacific Electric" or "FPE" printed on the label. The breakers inside will say "Stab-Lok" on them. If you are unsure, any licensed electrician can identify your panel type during an inspection.

Zinsco Panels Have Similar Concerns

Zinsco (also sold under the Sylvania brand) panels have a different but related issue. The aluminum bus bars in these panels can overheat and melt, fusing the breaker to the bus. This makes the breaker impossible to trip, creating the same unprotected circuit problem as FPE panels.

What Replacement Involves

Replacing a Federal Pacific or Zinsco panel typically means installing a modern panel from a manufacturer like Square D, Eaton, or Siemens. The process usually takes one day and includes:

  • Removing the old panel and breakers
  • Installing a new panel (usually 200-amp for modern homes)
  • Re-landing all existing circuits on new breakers
  • Coordinating with your utility company (JEA in Jacksonville) if meter work is needed
  • City inspection to verify code compliance

Cost and Next Steps

Panel replacement in Jacksonville typically costs between $1,500 and $4,000, depending on the scope of work. Factors include whether you are upgrading amperage, whether the meter base needs replacement, and the overall condition of your existing wiring.

If you have a Federal Pacific or Zinsco panel, the first step is an inspection. Request a free estimate or call 386-628-7797 to schedule.
